UK Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to manage increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in southeast England announced its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase local levies next April to cover the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities recently further found local finances being stretched by the increasing figures of young people and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” said the report.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
